AUTHORITY: Solicitation of this information is authorized by Title XI, subtitle A, chapters 1 through 9, and subtitle C, chapter 4, subchapter B of the Balanced Budget Act of 1997 (as amended), Pub L. No. 105-33, 44 U.S.C. 3101; EO 9397, as amended by EO 13487; and 44 U.S.C. 3534.PRINCIPAL PURPOSES: ID.me is collecting information on behalf of the Office of D.C. Pensions (ODCP) to assist in the implementation of the authorities referenced above. ID.me is a contractor that provides a complete online identity verification process that allows individuals access to the System to Administer Retirement (STAR) website after completing the registration process on the ID.me website.
ODCP is collecting information through STAR to assist in the implementation of the authorities referenced above. ODCP is the Treasury office responsible for implementing the responsibilities of the Secretary of the Treasury to make timely and accurate benefit payments associated with the District of Columbia retirement plans for certain police officers and firefighters, teachers, and judges by managing investments, providing oversight and program management, and ensuring funding is available for future payments.
ROUTINE USES: The information you furnish may be shared in accordance with the ID.me privacy policy and with the routine uses outlined in the following Treasury systems of records notice, Treasury .015, Department of the Treasury General Information Technology Access Account Records and Treasury/DO .214, Department of the Treasury D.C. Pensions Retirement Records.
DISCLOSURE: Providing information to ID.me is voluntary. However, failure to furnish the requested information may prevent you from accessing STAR. Additionally, providing information to ODCP through STAR is voluntary. However, failure to furnish accurate information, whether through STAR or a paper submission, may result in delayed payment of pension benefits or mis-delivery of important information about your benefits.
System Description
The System to Administer Retirement (STAR) provides a web-enabled interface used to support the annuitant pension and payroll processing aspects of the Office of D.C. Pensions mission. The STAR application is used to automate the determination of eligibility, calculation of pension benefits and delivery of benefit payments under the District of Columbia Police Officers and Firefighters’ Retirement Plan, Teachers’ Retirement Plan, and Judges’ Retirement Plan.
